Summary
The larger goal of this study is to advance knowledge on climate change policy using insights from organizational theory that help illustrate the added value of looking inside bureaucracies. Specifically, the purpose is to understand the mechanisms through which public management characteristics and procedures inside municipalities in developing countries may causally affect the delivery of climate change adaptation and mitigation measures.
